Increasing value is attributed to mangroves due to their considerable capacity to sequester carbon, known as ‘blue carbon’. Assessments of opportunities and challenges associated with estimating the significance of carbon sequestered by mangroves need to consider a range of disciplinary perspectives, including the bio-physical science mangroves, social and economic issues of land use, local and international law, and the role of public and private finance. We undertook an interdisciplinary review based on available literature and fieldwork focused on parts of the Mekong River Delta (MRD). Preliminary estimates indicate mangrove biomass may be 70–150 t ha?1, but considerably larger storage of carbon occurs in sediments beneath mangroves. These natural stores of carbon are compromised when mangroves are removed to accommodate anthropogenic activities. Mangroves are an important resource in the MRD that supplies multiple goods and services, and conservation or re-establishment of mangroves provides many benefits. International law and within-country environmental frameworks offer increasing scope to recognize the role that mangrove forests play through carbon sequestration, in order that these might lead to funding opportunities, both in public and private sectors. Such schemes need to have positive rather than negative impacts on the livelihoods of the many people living within and adjacent to these wetlands. Nevertheless, many challenges remain and it will require further targeted and coordinated scientific research, development of economic and social incentives to protect and restore mangroves, supportive law and policy mechanisms at global and national levels, and establishment of long-term financing for such endeavours. 相似文献

The Mekong River Delta in Vietnam plays a crucial role for the region in terms of food security and socioeconomic development; however, it is one of the most low-lying and densely populated areas in the world. It is vulnerable to seawater incursion, flood risk, and shoreline change, exacerbated as a consequence of sea-level rise (SLR) related to climate change. This study examined the Kien Giang coast in the western part of the delta, comprising seven coastal districts (namely Ha Tien, Kien Luong, Hon Dat, Rach Gia, Chau Thanh, An Bien, and An Minh), the economy of which is important in terms of agriculture and aquaculture. The analytical hierarchical process (AHP) method of multi-criteria decision making was integrated directly into geographic information systems (GIS) to derive a composite vulnerability index that indicated areas most likely to be vulnerable to SLR. The hierarchical structure comprised three key components: exposure (E), sensitivity (S), and adaptive capacity (A), at level 1. At the next level, 8 sub-components were mapped: seawater incursion, flood risk, shoreline change, population characteristics, land use/land cover, and socioeconomic, infrastructure, and technological capability, beyond which a further 22 variables (level 3) and 24 sub-variables (level 4) related to vulnerability were also mapped. Variables were assigned weights for incorporation into AHP pairwise comparisons after discussion with stakeholders. Maps were generated to visualise areas where the relative vulnerability was very low, low, moderate, high, and very high. Societal data were generally only available at district level; however, several regional patterns emerged. Relatively high exposure to flooding and inundation, salinity, and moderate loss of mangroves occurred along the coastal fringe of each district. This western section of the delta, which is low-lying and remote from the distributaries that carry sediment to the coast, appears to be particularly vulnerable. The most sensitive areas tended to be ethnic households engaged in rice cultivation and with moderate population density. The least adaptable areas consisted of high numbers of poor households, with low income, and moderate densities of transport, irrigation and drainage systems. Many argue that monitoring conducted exclusively by scientists is insufficient to address ongoing environmental challenges. One solution entails the use of mobile digital devices in participatory monitoring (PM) programs. But how digital data entry affects programs with varying levels of stakeholder participation, from nonscientists collecting field data to nonscientists administering every step of a monitoring program, remains unclear. We reviewed the successes, in terms of management interventions and sustainability, of 107 monitoring programs described in the literature (hereafter programs) and compared these with case studies from our PM experiences in Australia, Canada, Ethiopia, Ghana, Greenland, and Vietnam (hereafter cases). Our literature review showed that participatory programs were less likely to use digital devices, and 2 of our 3 more participatory cases were also slow to adopt digital data entry. Programs that were participatory and used digital devices were more likely to report management actions, which was consistent with cases in Ethiopia, Greenland, and Australia. Programs engaging volunteers were more frequently reported as ongoing, but those involving digital data entry were less often sustained when data collectors were volunteers. For the Vietnamese and Canadian cases, sustainability was undermined by a mismatch in stakeholder objectives. In the Ghanaian case, complex field protocols diminished monitoring sustainability. Innovative technologies attract interest, but the foundation of effective participatory adaptive monitoring depends more on collaboratively defined questions, objectives, conceptual models, and monitoring approaches. When this foundation is built through effective partnerships, digital data entry can enable the collection of more data of higher quality. Without this foundation, or when implemented ineffectively or unnecessarily, digital data entry can be an additional expense that distracts from core monitoring objectives and undermines project sustainability. The influence of pH (6.0-9.0), natural organic matter (NOM) (0-10 mg C/L) and ionic strength (IS) (1.7-40 mM) on 14 nm CeO2 NP aggregation and ecotoxicity towards the alga Pseudokirchneriella subcapitata was assessed following a central composite design. Mean NP aggregate sizes ranged between 200 and 10000 nm. Increasing pH and IS enhanced aggregation, while increasing NOM decreased mean aggregate sizes. The 48 h-ErC20s ranged between 4.7 and 395.8 mg CeO2/L. An equation for predicting the 48 h-ErC20 (48 h-ErC20 = −1626.4 × (pH) + 109.45 × (pH)2 + 116.49 × ([NOM]) − 14.317 × (pH) × ([NOM]) + 6007.2) was developed. This study summarizes the spatial and temporal trends of fallout (137)Cs concentrations in caribou and reindeer (Rangifer tarandus ssp.), reported in various programs in Canada, Alaska and Greenland, over a 40-y period. During the 1960s, the highest (137)Cs concentrations (2000-3000Bqkg(-1) wet weight in muscle) were found in the large caribou herds of central northern Canada, with levels about 50% lower in Alaska and Greenland. Concentrations varied by up to a factor of 6 between spring and fall. Concentrations in reindeer were comparable to those in caribou from the same regions. The highest (137)Cs concentrations (750Bqkg(-1)) in the late 1980s were found in the Caniapiscau herd of central Québec. The contribution from the Chernobyl accident in 1986 was estimated from (134)Cs measurements to be 10-40% of the total (137)Cs. Present concentrations have declined to 200-300Bqkg(-1). The effective half-life (T(eff)) of (137)Cs in Canadian caribou herds was estimated to be about 6 y. The potential impact on the health of northern residents is discussed. 相似文献
